Abstract

Birth certificates are one of the most widely issued documents as proof of self along with the issuance of Family Cards and Electronic KTPs. This underlies researchers to conduct research with the aim of knowing the Implementation and Barriers of Birth Certificate Services at the Dumai City Population and Civil Registration Service. The type of research used is qualitative with data sources coming from primary and secondary data. Data was collected through interviews, observation, and documentation. The collected data is presented and analyzed and then discussed in detail, then a conclusion is drawn. The results of this study indicate that the implementation of birth certificate services at the Dumai City Population and Civil Registration Service is not good. Where on the effectiveness indicators there are special counters, waiting rooms, but no use of queue numbers. The efficiency indicator shows that the officer asks the needs of the people who come, checks all the requirements, then the officer is friendly with the community but does not serve with a smile. The adequacy indicator has fulfilled all the needs needed by employees in carrying out their duties as servants and making SOPs and SPMs. Equity indicators have been running well in providing birth certificate services to the community. Indicators of responsiveness of employees assigned to be honest and transparent in providing services. The indicators of the accuracy of employees in providing services have been carried out as expected, so that in the issuance of birth certificates there are no errors and the community served is satisfied. Barriers to birth certificate services include a less spacious waiting room, poor internet network.
