Abstract
Pt. Riau Jaya Cemerlang Pekanbaru which is a company engaged in the automotive sector, in making a Work Agreement between the company and the workers, Pt. Riau Jaya Cemerlang Pekanbaru made a written agreement but the contents of the work agreement only benefited the company because the content of the work agreement was only made on the company's agreement without any fair participation of workers in making a work agreement, in accordance with the terms of the work agreement contained in the law -Law Number 13 of 2003 concerning Manpower, namely in Articles 51-54 there is a provision that in making a letter of agreement there must be good faith that underlies every agreement so that the content of the work agreement reflects a balance between the rights and obligations of each party and in the law employment. In this study the authors have the following main problems, how to implement a certain time work agreement (PKWT) at PT. Riau Jaya Cemerlang Pekanbaru Based on Law Number 13 of 2003 concerning Manpower and what are the obstacles that arise in the Implementation of a Specific Time Work Agreement (PKWT) at PT. Riau Jaya Cemerlang Pekanbaru Based on Law Number 13 of 2003 concerning Manpower. The research method that the researcher uses is normative-empirical research, namely research that is equipped with empirical data, namely the type of research that uses secondary data (from the library) and is supported by primary data based on field research, such as observations, interviews and surveys. The nature of the research is included in descriptive research which describes an event in a certain area at a certain time which has a picture of the initial data on the problem to be studied, especially with regard to this title. The purpose of this research is to find out how the implementation of a certain time work agreement (PKWT) and its obstacles at PT. Riau Jaya Cemerlang Pekanbaru Based on Law Number 13 of 2003 concerning Manpower The result of this research is PT. Riau Jaya Cemerlang conducts PKWT in accordance with the Law regulated in the Manpower Act, PT. Riau Jaya Cemerlang always coordinates with the Manpower Office in implementing PKWT. And Barriers in PKWT PT. Riau Jaya Cemerlang is the ability of the applicants not in accordance with the Qualification Standards of PT. Riau Jaya Brilliant, Service Fee/Regeneration Money, Company wants to end the collaboration, Employees do not understand the Employment Contract, Employees do not understand the Manpower Act, Employees do not understand government regulations regarding PKWT.
