Abstract

Customary institutions, especially the Riau Malay Customary Institution, Pelalawan Regency, play a very important role in helping the role of the village government in regulating social life, such as improving the community's economy, development or advancement of a village. This can be seen based on the Riau Provincial Regulation Number 1 of 2012 concerning Riau Malay Customary Institutions. The formulation of the problems studied in this study are first, how is the authority of the Pelalawan Regency Malay Customary Institution (LAM) in supporting the smooth implementation of village government duties based on Riau Provincial Regulation No. Second, what are the supporting factors and obstacles in the implementation of the authority of the Pelalawan Regency Malay Customary Institution (LAM) in supporting the smooth implementation of village government tasks based on Riau Province Regional Regulation Number 1 of 2012 concerning Riau Malay Customary Institutions. In conducting this research, the author uses the following research methods, the type and nature of the research from the point of view of the method used in this study, so this research is in the form of observational research, namely by means of a survey, meaning that the researcher immediately takes the research at the research location. Whereas seen from the nature of this research is descriptive in nature, namely describing and writing the facts studied in the field about the analysis of the authority of the Malay traditional institutions in Pelalawan Regency in supporting the smooth implementation of the duties of the village government based on the Regional Regulation of Riau Province Number 1 of 2012 concerning Riau Malay Traditional Institutions. Judging from the two points of discussion and research above, the authors can conclude, first, the authority of the Pelalawan Regency Malay Traditional Institute (LAM) in supporting the smooth implementation of village government tasks based on Riau Province Regional Regulation Number 1 of 2012 concerning Riau Malay Customary Institutions: Providing opinions and suggestions, whether requested or not, to local governments in increasing the participation of indigenous peoples to drive the process and implementation of regional development in Riau as well as the preservation of customary values. Second, the supporting factors and obstacles in the implementation of the authority of the Pelalawan Regency Malay Customary Institution (LAM) in supporting the smooth implementation of village government tasks based on Riau Province Regional Regulation Number 1 of 2012 concerning Riau Malay Customary Institutions: The supporting factor is the existence of a Regional Regulation governing LAM Riau . Inhibiting Factor: Pelalawan Regency LAM does not have the authority to decide a case. The existence of Article 9 Permendagri No. 18 of 2018 concerning village community organizations and village customary institutions that create dualism in the formation of village customary institutions between the LAM Desa and the Village Government / Village Head.
