Abstract

The existence of Micro, Small and Medium Enterprises (MSMEs) plays an important role in supporting economic activities in the city of Pekanbaru, especially in opening up employment opportunities and c reating human resources capable of competing in developing and developing businesses. To produce the above products, of course, the business does not run alone. The government in this case Disperindag Pekanbaru City has a special role in supporting the run ning of existing businesses in order to remain productive. At present the guidance that has been carried out to many MSMEs is by providing entrepreneurship training. The purpose of this study is to find out the role of communication of the Department of Co operatives and SMEs in the city of Pekanbaru in fostering MSMEs in Pekanbaru City and its inhibiting factors. The research method used is a qualitative method. From the research results it is known that Seen from the Government's Planning in Empowering Mic ro and Small and Medium Enterprises (MSMEs) in Pekanbaru City, the government has formed a five - year strategic plan (Renstra) that has the intentions and objectives that are deemed right on target in empowering MSMEs. Seen from the Implementation of Empowe rment of Micro and Small and Medium Enterprises (MSMEs) in Pekanbaru City, the government has determined four kinds of efforts of the Cooperative and MSMEs Office of Pekanbaru in empowering MSMEs, consisting of: legality / business licenses, marketing rein forcement, capital access, and assistance / supervision. The problems or obstacles that are still being found either in the Cooperative Service or in the field consist of 4 aspects, namely: aspects of legality, aspects of human resources (HR), infrastructu re aspects and budget aspects.
