Abstract

This study aims to determine and analyze community participation in the election of village head candidates in Koto Ranah Village, Kabun District, Rokan Hulu Regency. Participation assessment indicators used include direct participation and indirect participation. This type of research is a quantitative descriptive survey, which prioritizes the questionnaire list as a means of collecting data and the data collected by this tool is then used as the main raw material for analyzing the empirical conditions and objectivity of the existence of the objectives at the research location. The population and sample in this study amounted to 98 people. Types and data collection techniques used consisted of primary data collected using questionnaire and interview list techniques and secondary data collected using observation techniques. While the data analysis technique used is to use the frequency table tool. Based on this analysis technique, the researcher assesses and concludes that Community Participation in the Election of Village Head Candidates in Koto Ranah Village, Kabun District, Rokan Hulu Regency, is still categorized as "High Enough". The inhibiting factor is that people who come to the polling station at 8 o'clock and vote legally when the election for the Village Head Candidate in Koto Ranah Village in 2016 is still high enough, then the people who participate as witnesses when the vote count is complete is still high enough, besides that there is no community who gives donations of funds during the election of candidates for village head, and people who abstained from voting during the election for village head candidates for Koto Ranah in 2016 totaled 288 out of 1,648 people. The author's suggestion is that the people of Koto Ranah village should come to the TPS earlier, at 8 o'clock and directly vote legally during the election of the village head candidate, so that there are no long queues during the day, and the village head election process can also run smoothly without having to waited a long time to vote. And the people of Koto Ranah village should join together as witnesses when the vote count is over until the count is complete, so that the community can know with certainty the results of the votes obtained legally.
