Abstract

IMPLEMENTATION OF REGIONAL REGULATION OF INDRAGIRI HILIR DISTRICT NUMBER 2 OF 2016 CONCERNING COMMUNITY MOVEMENT OF MAGHRIB RECITE (STUDY IN TEMBILAHAN DISTRICT) RANGGA MAHARESTU ABSTRACT Keywords: Communication, Resources, Attitudes, Bureaucratic Structure The purpose of this study is to determine the implementation of Indragiri Hilir District Regulation Number 2 of 2016 concerning the Maghrib Mengaji Community Movement (Study in Tembilahan District). The Maghrib Mengaji Community Movement (GMMM) in Indonesia is a program of the Ministry of Religion of the Republic of Indonesia. Indicators for assessing the implementation of the Indragiri Hilir Regency Regional Regulation Number 2 of 2016 concerning the Maghrib Mengaji Community Movement (Studies in Tembilahan District) which are used according to Edward III's theory include Communication, Resources, Disposition, and Bureaucratic Structure. The method of analysis is qualitative, which is a process of investigation to understand social problems or human problems based on the creation of holistic images that are formed with words, reporting the views of informants in detail, and arranged in a scientific setting. In this study, the informants were the Head of Sub-division for People's Welfare, Head of Administration for the Ministry of Religion, Kelurahan, Teaching Personnel, Religious and Community Leaders. Based on the consideration of the structure and research objectives, to determine the sample, the researcher used interview, observation and documentation techniques. Furthermore, secondary data obtained from literature studies, documentation studies and data obtained directly. Meanwhile, for data analysis used data reduction, data presentation, drawing conclusions. Based on this analysis technique, the researcher assesses and concludes that the Regional Regulation of Indragiri Hilir Regency Number 2 of 2016 concerning the Maghrib Mengaji Community Movement (Study in Tembilahan District) already done. Recommendations that need to be considered are mainly regarding supervision, motivation and cooperation for implementing regional regulations.
