Abstract
Currently, the term of sharia tourism or Halal Tourism is commonly heard, while the sharia concept formerly was only often used in banking. Nowadays, the tourism is one of the basic needs to be fulfilled especially in Indonesia, which has developed various tourism sectors including the tourism in villages of Pelalawan Regency which is very promising to be promoted as sharia-based tourism because of the existing potentials. The type of this study is descriptive research with quantitative method. The data collection techniques used are observation, questionnaires and documentation. The sample of this study consists of 96 respondents. The data sources of this study are from primary and secondary data, then the data are analyzed by using SWOT and QSPM analysis. The results of this study show that the villages in Pelalawan regency have good potentials to be developed as sharia-based tourism villages. The tourist attractions of villages in Pelalawan Regency, Riau Province, which have touristic potentials are: Hiibah Mosque, Sheikh's Tomb, Sayap Palace and local traditions or customs which are still being carried out the village people and not forhibited by Islamic teachings. The strategy that can be used for the development of tourism villages is by maximizing the roles of Pelalawan government in utilizing sharia-based tourism potentials in the community to make sharia-based tourism villages.
