Abstract

This study aims to explain the strengthening of the capacity of agricultural extension workers by the agriculture office in Bengkalis District, Bengkalis Regency. This research method is qualitative in nature to provide a systematic and accurate description of the meaning of the facts of the object being studied. The sample in this study was 10 (ten) people, consisting of structural officials, staff, extension workers, farmer groups. The results of the study explain; First, the capacity building for extension workers carried out by the Department of Agriculture in Bengkalis District, Bengkalis Regency is quite good, judging from the results of interviews with the head of the service, employees of the Bengkalis Regency agriculture office. The strategy used in improving agricultural extension workers is to increase programs related to institutions, quantity and quality of extension workers as well as institutional improvement of farmer groups. Second, the inhibiting factors for strengthening agricultural capacity are institutional management that is not optimal, limited human resource capabilities, lack of farmer confidence in extension workers, limited facilities and infrastructure in increasing extension capacity.
