Abstract

To improve the performance of the government in providing services to the community, which is considered the center of public assessment of what is received, both positive and negative, in order to achieve good governance or good governance, especially in the land sector which is one of the important sectors in government services service. The role of the Camat is very important in making land deeds as it is stated that the Camat is appointed as an official to make land by the minister in the land sector. So, the role of the sub-district head is a role that is in the spotlight who has the role of an officer who is responsible for providing guidance and supervising the sub-districts. So, to find out more about the role of the Camat, research is needed on the role of the Camat in providing this guidance and supervision. So, the researcher took steps to make research with the formulation of the problem, namely how the Camat's efforts to provide guidance and supervision of the Kelurahan in the land sector in Pekanbaru City District and what are the factors that hinder the Camat in providing guidance and supervision of the Kelurahan in the land sector in the Pekanbaru City District. With the aim of knowing the Camat's efforts in providing guidance and supervision of the Kelurahan in the land sector. The type of research that researchers use is observational research which is conducted by means of a survey. Researchers conducted direct research to the location using data collection tools in the form of interviews. The reason the researchers chose this type of research was to determine the role of the sub-district head in providing guidance and supervision to the Kelurahan in the land sector in Pekanbaru City District. The nature of this research is qualitative, namely research that focuses on facts that occur in the field to find out directly what is the inhibiting factor for the Camat. The results of the study concluded that the role of the sub-district head in providing guidance and supervision of the sub-district was right on target, which can be seen from the presence of the sub-district head to directly participate in carrying out the guidance and supervision of the sub-district, especially in the land sector, which has been carried out both administratively and physically in the field. The role of the sub-district head in providing guidance and supervision has carried out his duties and functions based on the applicable procedures in the laws and regulations. So the researchers have an opinion in the form of suggestions for the future Head of Sub-district to hold more frequent meetings so that coordination between the Sub-District Head and the Sub-District can be maintained properly and harmoniously. As well as the Head of Subdistrict must more often come directly to the field and the Head of the Sub-district must solve the problems faced by the Kelurahan, which in this case must be carried out in a weekly routine meeting between the Camat and the Head of the Village in order to achieve the goals and aspirations of the government, namely to achieve good or good governance, governance.
