Abstract
This study aims to determine the Role of the Regional People's Representative Council in the Formation of Regional Regulations in Pekanbaru City, Riau Province and to know the Inhibiting Factors of the Role of the Regional People's Representative Council in the Formation of Regional Regulations in Pekanbaru City, Riau Province. Indicators of the Role of the Regional People's Representative Council in the Formation of Regional Regulations in Pekanbaru City, Riau Province, which are used include Discussion of Regulations, Draft Proposed Regional Regulations, Programs. The type of research used is descriptive research in which the location of the research is carried out in Pekanbaru City and the qualitative method is to describe the reality that is found in the field as it is. The use of this method aims to see the role of the Regional People's Representative Council in the Formation of Pekanbaru City Regional Regulations. by using Survey analysis through systematic depiction and gathering the facts. The survey is limited to research whose data is collected from informants who the researcher deems to be representative. The informant of this research is the Chairperson of the Board, Members of the Spatial Planning and Infrastructure Division, Members of the Legal Affairs, Members of the Economy, Members of the Social Welfare. Types of data collection consist of primary data, secondary data. While the technical data analysis is clarified with the results of observations, interviews, documentation, the data is processed and analyzed to explain the research objectives, then compared with theories related to the title of the researcher to conclude that the Role of the Regional People's Representative Council in the Formation of Regional Regulations in Pekanbaru City Riau Province is in the Enough Role category.
