Abstract

ABSTRACT Article 21 paragraph 1 (a and b) of Regional Regulation Number 09 of 2014 concerning the management of people's markets, shopping centers and supermarkets provides a provision that every establishment of shopping centers and supermarkets must pay attention to the existence of people's markets, small businesses, and medium-sized businesses in the area concerned with making a study of the socio-economic conditions of the community carried out by an independent authorized institution. Then also have to pay attention to the distance between shopping centers and supermarkets with the people's market. However, the reality in the field there are still shopping centers and supermarkets that do not pay attention to the distance from traditional shops, even causing the existence of MSMEs that existed earlier due to the emergence of this modern market. Identification of the problem in this study, namely how the legal protection for micro-enterprises in the trade sector against minimarket and supermarket structuring policies in Pekanbaru City and what are the obstacles in carrying out legal protection. When viewed from the type of research, the writing of this thesis uses empirical legal research methods. In this case, the writer went directly to the field to obtain and collect data by means of interviews. This research is descriptive, namely by describing clear, detailed and systematic research on the implementation of minimarket and supermarket structuring policies in Pekanbaru City. The results of this study indicate that there are obstacles in legal protection for micro-enterprises in the trade sector against policies for structuring minimarkets and supermarkets in the city of Pekanbaru, such as uneven MSME registration information so that there are still many MSMEs that have not registered their businesses at the Pekanbaru City Cooperatives and MSMEs Office, because this This is also MSMEs that have not registered their businesses yet have not received protection, guidance or grant funds by the Pekanbaru City Cooperatives and MSMEs Office.
