Abstract

The construction of facilities in Pekanbaru City in recent years has increased in terms of number, but not a few, among others, some of the existing facilities were damaged and abandoned due to lack of management of these facilities. Taman Labuai is a facility provided by the Pekanbaru City Government which is intended for trading activities and culinary tourism. Taman Labuai is located on Jalan Okm Jamil which is next to Purna MTQ. Previously active facilities became neglected and abandoned due to lack of attention and management from the Pekanbaru City Government. This causes a decrease in the interest of traders to trade in this Taman Labuai. This research is a qualitative descriptive study using a case study design. The analytical method used is to find out how the condition of public land management in Taman Labuai is, and time series analysis is used to determine the factors that cause reduced interest in trading in Taman Labuai. Results Based on research, for now Taman Labuai has not been utilized by the Pekanbaru City Government because it is still in an effort for investors to activate Labuai Park again. Based on interviews and time series analysis, it is known that the main factor causing the reduced interest in trading in Taman Labuai is the rental fee that is set, then followed by the condition of the facilities that are not feasible, and the lack of availability of parking spaces.
