Abstract

Indonesia is a country that is developing to become a developed country, therefore it needs to be supported by adequate infrastructure. The government is carrying out equal distribution of infrastructure development throughout Indonesia as a driving force for the national economy. Fitch solutions country risk & industry research predicts that the growth of the Indonesian construction sector in 2020 will still show a positive figure of 2.1%. Previously, this institution predicted growth in the construction sector this year to reach 4.9%. The miss of this estimate was due to the impact of project delays and delays caused by the Covid 19 pandemic, so that the Indonesian government implemented the PSBB and caused several infrastructure projects to be postponed. Delay in construction projects is one form of risk occurs, delays could be caused by incorrect estimation of time it is not appropriate to complete the project at the planning or factor stage an unsupportive environment that hampers project implementation. This final project aims to identify and analyze the factors that cause project delays in the construction of the Pekanbaru Islamic Center and Minas Hospital. The method used in this research is descriptive quantitative. Quantitative descriptive is a description that produces the assessment output in the form of numbers based on the test results on the questionnaire data. The research results identified and analyzed the factors that influence project delays, there were 26 valid factor variables in the Islamic Center Mosque construction project and 27 valid factor variables in the Type D Minas Regional Hospital Development project, these variables were divided into 10 groups. The development of the Pekanbaru Islamic center which is the dominant factor is high rainfall (F1) with a mean value of 4.0. The second ranking for unexpected things such as fire, earthquake or landslide (F2) has a mean value of 3.7. The third rank is the experience of field supervisors or managers (F3) with a mean value of 3.6. Factors that influence project delays at Minas Hospital are unforeseen things such as fire, earthquake or landslide (F2) with a mean value of 4.0. The second rank has high rainfall (F1) with a mean value of 3.9. The third rank is the experience of field supervisors or managers (F3) with a mean value of 3.7.
