Abstract

In the covid-19 pandemic, antigen tests or swab tests are one of the conditions to travel outside the city if you want to go by air. It also led to the emergence of new crimes that have been successfully dismantled by the North Sumatra Police Criminal Investigation Related to the alleged use of used test equipment by Kimia Farma service officers at Kualanamu Medan Airport, North Sumatra. The perpetrator was threatened with law No. 36 of 2009 on health and sentenced to 10 years in prison and law No. 8 of 1999 on consumer protection and the threat of 5 years in prison. This research aims to find out the factors that cause the case of swab recycling conducted by the rapid test service of kimia farma diagnostika at Kualanamu Airport Medan, North Sumatra. This type of research is qualitative research with descriptive or field type of research. The result of this research is that there are several factors, namely economic factors and the possibility of crime that makes the perpetrators recycle swab tools at Kualanamu Medan Airport, North Sumatra
