Abstract

The problem of poverty which is quite complex requires the intervention of all parties jointly and coordinated. However, the handling so far tends to be partial and unsustainable. The rise of development activities and planning has not been fully capable of prospering the nation and state. Development in various sectors has also not been able to accommodate and meet the needs of the community. We can see that until now the problem of poverty has not been handled properly. In addition, the government's policy of allocating a larger development budget in urban areas than in rural areas is one of the factors causing rural areas to be left behind and structural poverty is increasing in rural areas. The high poverty rate in Kampar Sub-district greatly affects the rate of economic growth, this also has an impact on regional development, and the characteristics of poverty are not yet detailed as what happened in Kampar District. Quantitative Descriptive Method is used in this study which aims to describe the characteristics of poverty, the causes of poverty and poverty management strategies. Quantitative method can be defined as a research method based on the philosophy of positivism, used to examine a particular population or sample. The method of analysis in this study is sorted according to the aims and objectives of the study, as for the analytical techniques used in the study. The results obtained from the poverty alleviation strategy in Kampar District include improving services and agricultural productivity in Kampar District, developing community potential in terms of building a people's economic foundation, economic improvement programs in Kampar District, improving community skills in Kampar District. With these conditions, it can be seen how the characteristics of poverty in Kampar District are.
