Abstract
This research was motivated by the obstacles found in carrying out evaluation procedures during the pandemic at SMA Negeri 5 Peknabaru. The phenomena encountered are, teachers experience network difficulties during the learning process. The purpose of this study was to determine the teacher's obstacles in carrying out the procedures for developing an evaluation of Indonesian language learning during the pandemic at SMA Negeri 5 Pekabaru. The theory used in this study is the theory of Zainal Arifin with the title "Learning Evaluation". The data of this research are the results of interviews with eighty-four questions consisting of the opening and the core obtained from three Indonesian teachers. This study uses a phenomenological method with the type of field observation research and uses a qualitative approach. Data collection techniques using interview techniques and documentation techniques. The results of this study using six indicators as an interview reference, namely there are obstacles experienced by teachers. Obstacles in evaluation planning are the lack of evaluation materials and lack of understanding of using applications, obstacles in implementing the evaluation, namely incomplete online learning facilities, the difficulty of inadequate internet quota networks and many students who are late in submitting assignments, obstacles in monitoring the evaluation implementation, namely the lack of flexibility to monitoring students and evaluation planning is not in accordance with the implementation of the evaluation, obstacles in data processing, namely unstructured data sources, frequent errors during data processing cause data to be invalid and repeat it again, obstacles in reporting evaluation results, namely student guardians who are difficult to contact so guardians of students The teacher was late in getting information and obstacles in using the evaluation results, namely the lack of attention from the parents of the students to their children so that the parents did not understand their children's talents and economic factors.
