Abstract

The purpose of this study was to determine the factors that caused the act of vigilante in Pekanbaru. This type of research uses the type of qualitative research. The location of this research was conducted in the Law Sector of the Kampar Police Sector, Air Tiris. In qualitative research the sampling techniques that are often used are purposive sampling and snowball sampling. Data collection techniques in this study were in-depth interviews, observation and documentation. et After the data and information have been obtained then analyzed through data grouping, both qualitatively. Based on these data, the writer can draw a more specific conclusion to get a more accurate final conclusion. Based on the results of the study note that the community factors do vigilante because people think that they are in the right position and there will be no rules that ensnare understanding that justice is gone, they themselves will create justice. The existence of vigilantism in Kampar Regency is also largely due to the handling of cases such as this which many are not resolved, in the sense that many cases are left and are not followed up by law enforcement officials and often do not meet the sense of justice of the community so that triggers arise to do vigilantism.
