Abstract

The problem in this study is to see how the communication strategy of the Rohul local government policy regarding the cancellation of the Rokan Kiri Dam construction in Rokan IV Koto District. This study uses the concept of a communication strategy consisting of communication planning, communication management, approach and evaluation process that refers to the concept of an opinion leader. Qualitative descriptive research methods with a qualitative approach have been used on informants by means of interviews and documentation. The results showed that the communication strategy carried out by the Rohul local government in conveying letters to the community was (1) planning communication by conducting deliberation with representatives of community leaders, customs, youth leaders, in issuing a letter of cancellation of the construction of the Rokan Kiri Dam (2) Management communication by choosing a trusted person (opinion leader) named Rio Andri to submit a letter of cancellation of the development of Bednungan Rokan Kiri (3) a persuasive approach to both opinion leaders and the general public with the aim that the cancellation letter is conveyed properly to the public (4) evaluation process and the local government of Rokan Hulu does not carry out this process in its communications strategy.
