Abstract

This study aims to determine the level of performance of the government apparatus through the empowerment of plantations as a supporting factor for the role of the Department of Agriculture, Animal Husbandry and Animal Health Kampar Regency in Empowering Rubber Farmers Kampar Kiri District Kampar Regency. This type of research is a descriptive survey using qualitative methods with data collection techniques carried out by observation techniques, namely research conducted by taking data taken in the form of notes or documentation by analyzing these documents on the subject under study, in-depth interviews with use interview guidelines where researchers hold direct questions and answers with several informants related to the discussion of this study. The subject of this study was the Government of the Plantation, Animal Husbandry and Animal Health Office of Kaba, Kampar Regency. From the results of the study showed that the role of the Plantation Office of the District of Kampar in Empowering Rubber Farmers of the District of Kampar Kiri in the Kampar District in accordance with the responses of respondents as a whole was in the unfavorable category. This can be seen from the rarity or lack of active extension activities carried out and groups of farmers who are less active in the development of producing good rubber (K3). The factors that become obstacles in the empowerment of rubber farmers can be analyzed through the level of desire of farmers to conduct or attend plantation empowerment activities that have started to be lacking and the low budget funds for conducting extension activities so that the extension activities have begun to be less active.
