Abstract

In equal distribution, the government launched an educational program, namely the Smart Indonesia Program (PIP), which is channeled through the Smart Indonesia Card (KIP), which aims to provide children aged 6-21 to get education services to graduate education units and to reduce the personal costs of education by channeling funds directly to students through bank. The purpose of this study was to determine the implementation of KIP in 3 Tualang State High School in Siak Regency and to see the inhibiting factors for the implementation of the Smart Indonesia Card in 3 Tualang State High School in Siak Regency. There are one key informant and eight informants in this study. From the results of the study that the Implementation of the Smart Indonesia Card in State High School 3 Tualang Siak Regency viewed from 6 indicators namely indicators of effectiveness and efficiency of program implementation is still constrained by technical implementation such as invalid data and students are not optimal in participating, indicators of adequacy and leveling are not all students poor get KIP so that schools make some efforts to make leveling efforts such as proposing names of students in DAPODIK, then indicators of responsiveness and accuracy of KIP are felt to be very helpful for underprivileged students and it is hoped that in future there will be more leverage in the efforts of KIP acceptance accuracy. Then there are some obstacles such as invalid data which causes KIP to be uneven and then the lack of program socialization makes students less familiar with the administration procedures and students who do not get KIP do not report to the school. Suggestions for KIP to update the data, do socialization to students so as to cause a cooperative attitude in the distribution of KIP in the future.
