Abstract

The role of the police in tackling criminal acts of terrorism must be further enhanced. The police are also required to be professional in eradicating terrorists in Indonesia by implementing all existing regulations, starting from the police law relating to terrorists and the law on terrorism in effect in the country, so that the role of the police can be optimized to eradicate terrorists and create security for the Indonesian nation. Meanwhile, to minimize the terror movement, the police at Polda Riau collaborate with all relevant officials and elements of the Riau Province community in self-policing efforts carried out at the community level to participate in anticipating the occurrence of terror by reporting as early as possible when they see suspicious activity. The problems in this study are as follows, namely what is the role of the police in preventing criminal acts of terrorism in the jurisdiction of the Riau Regional Police and what are the inhibiting factors for the police in preventing criminal acts of terrorism in the jurisdiction of the Riau Police. While the research method of observational research is by survey, which the author directly to the research location to obtain the required data using the data collection tool in the form of interviews. The nature of this research is descriptive, which means this research provides a clear and detailed picture related to the existing problems. The results of the discussion show that the role of the Police in tackling criminal acts of terrorism in the jurisdiction of the Riau Police has shown positive results. The Riau Regional Police as the apparatus entrusted by the state to carry out the function of law enforcement, maintenance of security and public order, as well as protector, guard, and public servant, are obliged to prevent and overcome criminal acts of terrorism that occur. Riau Police in tackling criminal acts of terrorism in accordance with the applicable law. Starting from receiving a report or complaint from someone, up to an investigation. This is proven by the success of the Riau Police in uncovering the terrorist networks in Riau, through the terrorist attack on the Riau Police Headquarters, and this shows that the Riau Regional Police have carried out their role in accordance with the role theory, namely the normative role and the ideal role. Meanwhile, the factors inhibiting the police in preventing criminal acts of terrorism in the Riau region, namely the weak synergy factor, facilities and infrastructure, the frequency of small meetings, the limited budget factor, cultural factors and the lack of community participation factors which are quite difficult for the police to reveal the existence of a terrorist network that has spread wide, because the community still considers that countering terrorism is solely the duty and responsibility of the security forces.
