Abstract

This research was conducted at Arifin Achmad Hospital, Riau Province. Implementation of the Pekanbaru Health Card program in terms of Providing Health Services for the Pekanbaru Health Card, there are still many differences between the rules and their implementation. The procedure is always complicated by the hospital for healthy Pekanbaru Card participants in validating data and medical personnel who are not very friendly in handling patients. Efforts are being made to strengthen therapeutic agreements between doctors and patients, update participation documentation every year and enforce legal and ethical responsibilities for the implementation of health services for health cards Pekanbaru. In the implementation of providing health services, the behavior of health workers must comply with professional ethics (professional code of ethics) and also comply with legal provisions, rules and regulations. This research formulates a problem, namely how the implementation of health services by RSUD Arifin Achmad Riau Province to the community who receive the Pekanbaru card is healthy and what are the inhibiting factors in the implementation of the provision of health services to the community who receive the Pekanbaru card is healthy. The purpose of this study was to determine the implementation of health service provision by RSUD Arifin Achmad Riau Province to healthy Pekanbaru Card recipient communities and to determine the factors that become obstacles in the implementation of health service provision to healthy Pekanbaru Card recipient communities. The researcher conducted a study that was included in an observational research by conducting a direct field survey method. That is, the writer goes directly to the research location to be able to collect the data needed and used as material in research writing. Meanwhile, the data collection tools are documentation, interviews and questionnaires. Among them, regarding the action program for the Implementation of Health Services Providing Health Cards for Pekanbaru, the length of waiting time for each patient to be able to carry out a medical examination at Arifin Achmad Hospital, Riau Province. The Pekanbaru Health Card Program is a program created by the Mayor of Pekanbaru in Riau Province, which involves the Pekanbaru City Health Office and involves several Regional Operations and the City Social Service, which are regulated in Perwako Number 2 of 2019. Health Insurance is a guarantee in the form of health protection so that participants can achieve health care and protection purposes while carrying out basic health needs. Inhibiting factors for the implementation of the provision of health services consist of 2 (two) factors, namely internal and external factors.
