Abstract

Pekanbaru city area is famous for business cities, many young people and also students who come to Jakarta to study to achieve their goals. In everyday relationships, humans can not be separated from the values and norms prevailing in society, both people who are in urban areas and people who are in rural areas. But on the other side of the city there is a negative side in Pekanbaru, namely the existence of a place that is currently a concern for researchers themselves because of the deviant behavior that occurs. This research method uses qualitative research methods about research that is descriptive and uses analysis. As well as researchers using the theory of Routine Activities, the preparation will review the data obtained from documents and interviews conducted by researchers. That there is a problem factor that occurs at Billyard. The existence of prostitution which seems to have become a culture in the billyard. Basically, Billyard is used as a place for sports and entertainment. But as we know most people are wrong in using Billyard's place. With the freedom that exists in the billyard places, it does not rule out the possibility of deviant behavior such as prostitution in the billyard. So these problems make researchers interested in researching and searching for data sources based on facts that are accurate and reliable.
