Abstract

ABSTRACT One of the triggers of smuggling is the advancement of technology that makes business relations / international trade more accessible. Customs and Excise classifies narcotics smuggling into six groups. With narcotics smuggling, narcotic abuse can harm users even fatally, resulting in more and more narcotic abuse occurring in the community. Realizing the dangers of narcotic abuse various efforts have been made to eradicate the syndicates that carry out this narcotics smuggling, but until now the smuggling of these illicit substances has not been resolved completely. In this study, researchers have a big problem discussed, namely, How the implementation of the duties and authorities of pekanbaru Customs and Excise Office officers in cracking down on narcotics smuggling crimes in Pekanbaru City and the second What are the obstacles experienced by pekanbaru Customs and Excise Office officers in cracking down on narcotics smuggling crimes in Pekanbaru City. And the last is How the efforts of pekanbaru Customs and Excise service office officers in overcoming obstacles to crack down on narcotics smuggling in Pekanbaru City. And for the purpose of the study itself is the same as the formulation of the problem is to know the results of the formulation of the problem made by the researchers The research method that researchers use in this study is sociological law research by conducting research directly into the field and with the nature of research that is analytically discrete, this research method is used to aim to see a legal reality in society The results of the study obtained is the implementation of the duties and authorities of Pekanbaru Customs and Excise in cracking down on narcotics smuggling crimes in pekanbaru city, namely by conducting surveillance of exported or imported goods. As well as in carrying out customs duties together with Aviation Security (AVSEC), BNN, and ResNarkoba Polri. For the obstacles experienced by officers of the Pekanbaru Customs and Excise Service Office in cracking down on narcotics smuggling crimes in pekanbaru city are: 1. In terms of Facilities and Infrastructure, 2. Lack of Concern from the community, 3. Lack of Personnel, 4. Perpetrators who smuggle narcotics through agencies and 5. The perpetrator who provided fictitious information in the investigation process. And for the results of the last discussion is the efforts of Pekanbaru Customs and Excise officers in overcoming obstacles to crack down on narcotics smuggling in Pekanbaru City, namely by socializing to the public about the dangers of Narcotics. And the efforts that have been made by Customs and Excise in the period January 2020 to date has managed to uncover narcotics smuggling in the Pekanbaru region as many as 20 times where by 2020 there are 17 crackdowns.
