Abstract

The agricultural sector in the national economy is one sector that is quite reliable, which carries out the economic function of providing food, as well as creating employment. For this reason, a suitable strategy is needed in developing the agricultural sector. The purpose of this research is to study the strategies carried out by Pekanbaru Agriculture and Fisheries Office in terms of the objectives of developing the agricultural sector. The method used in this research is descriptive qualitative research. The theory used is according to Akdon (2011: 277). The results of this study indicate that the Department of Agriculture conducts programs to develop the agricultural sector, namely the Increased Production and Horticultural Value Added program, agricultural area development, horticultural development facilitation, extension instructor training for farmers, air transportation development, agricultural machine assistance, and procurement of appropriate technology . The conclusion in this study is the strategy of the Department of Agriculture in Developing the Agriculture Sector can be categorized quite implemented where the recognized program has been implemented but there are still many farmers who do not understand the use of program assistance to each farmer group, from the beginning of the agricultural program activities to agricultural products. Suggestions for agriculture and fisheries services are the need for Pekanbaru City Agriculture and Fisheries Service to supervise training and supervision of community agriculture or farmer groups so that the results of the specified program can be carried out in accordance with the objectives.
