Abstract

Law enforcement is very necessary in handling violations of the disciplinary regulations of Correctional Inmates. The purpose of disciplinary punishment as a form of administrative sanction is to improve and educate Prisoners who commit disciplinary violations. The same is true for the Pekanbaru City Children's Special Guidance Institute. So what about children who violate the punishment in the Special Child Development Institute. What kind of sanctions and deterrent effects can be caused is an interesting study to be investigated further and as input for the guidance carried out on children in this institution. Through a qualitative approach by conducting in-depth interviews with informants, this study explains that the form of applying the existing punishment is in line with the values that are bound to become a strong commitment for children not to violate, so that they are actively involved in maintaining a conducive atmosphere, to believe that existing rules are made to reduce the desire of children to deviate. So it can be concluded that the form of punishment is a means of social control over children in the Pekambaru City Children's Special Development Institute.
