Abstract

This study aims to determine the effectiveness of the function of the civil service police unit in improving the implementation of community protection in Bangkinang City, Kampar Regency. The assessment indicators include duties, obligations, and authorities. This type of research is a descriptive survey method. Where interviews and questionnaires become primary data collection tools. The research population consisted of the Head of the Community Protection Division of the Kampar PP Satpol, and personnel or members of the Kampar Satpol PP, RTK, Kampar GPPI, and Kampar FKMKI officers. The total sample of the study was 111 people, where one person was an informant and 110 people were research respondents. The data analysis technique used is descriptive statistical method. Based on the results of the study, it was concluded that the effectiveness of the function of the civil service police unit in improving the implementation of community protection in Bangkinang City, Kampar Regency is quite effective. Because of the three function indicators, it is known that the indicators of duty, obligation, and authority are still quite effective. Where the Kampar Regency Satpol PP has carried out its duties, although the task of fostering and guiding the community regarding community protection has not been carried out properly. Meanwhile, the implementation of the task of protecting the community is only in controlling, taking action, and socializing to the community. Then not all Satpol PP carry out their obligations, because not all Satpol PP personnel comply with laws and regulations, religious norms and social norms. However, not all of the Kampar Satpol PP personnel are violent, but because there are some who commit violence, the Satpol PP image is not good for the community. Meanwhile, the authority is still not implemented properly. It is known that there is still resistance by the community and violence carried out by Satpol PP as an action step
