Abstract

Discipline of civil servants is the ability of employees to obey the obligations and prohibitions specified in the legislation and official regulations with the consequences of being sentenced, this is so that every employee works wholeheartedly in serving the community. This study aims to analyze and explain the implementation factors of discipline among employees at Camat Office Pelangiran Sub District Indragiri Hilir District and their inhibiting factors. This study used qualitative method with interviews involved Camat, Camat Secretary, the General Sub-Division of Personnel and Equipment, and the Integrated Services Section. Discipline measurement indicators obey all regulations, effectiveness of time used, responsibility and absenteeism. The results showed that: (1) Implementation discipline of employees at Pelangiran sub district Indragiri Hilir District office in productivity and services to the community is still not fully optimal. Some actions that occur are some that do not use the appropriate uniform attributes and do not wear name tags, arriving late and leaving early for personal reasons. All of these actions were given verbally and remained tolerated provided they were not responsible for other work, requested permission with clear explanations, and were asked by other employees not to interfere with community service operations. (2) The inhibiting factors of employees at Camat Office Pelangiran Sub District Indragiri Hilir District in productivity and service to the community consisted of limited facilities and supporting infrastructure. There is no budget for providing CCTV to support surveillance, there is no fingerprint attendance system. As well as the bustle of the position of sub-district head must be outside the office so supervision is reduced.
