Abstract
The implementation of village government is one of the sub-systems in the national government administration system, because the village has the authority to regulate and manage the interests of the community. This authority in the community sector moves the community to be able to do something the government wants, especially in Pulau Padang Village. The purpose of the research is to find out the implementation of village government authority in making efforts to improve the community sector. To find out the obstacles of the village government in making efforts to improve the social sector. According to Philipus M Hadjon, the indicators set in this research are attribution, delegation and mandate. This type of qualitative research with a descriptive approach. The author's key informant is the Village Head of Pulau Padang with the author's informant being the Village Secretary, Head of Government and Community. Data collection techniques are conducting observations, interviews and documentation. Based on the results of the study, it was concluded that the implementation of development had been going well, but there were obstacles in the implementation by the community where the activity plans that had been prepared by the village had not been implemented by the community themselves.
