Abstract
One of the matters of authority given by the central government to local governments is the matter of choice, namely in the field of tourism. Village-scale tourism area management is a legitimate source of village income, meaning that tourism management in the village is a manifestation of the accumulation of village income sources. BUMDes Cingam Jaya is given direct authority by the Village Head to manage and develop the potentials that exist on the Ketapang beach. In this study using the theory of George R. Terry. The formulation of the problem in this study is: How is the role of Village-Owned Enterprises in managing Ketapang beach tourism objects in Sungai Cingam Village, Rupat District, Bengkalis Regency. This study aims to determine the role of Village Owned Enterprises in managing Ketapang beach tourism objects in Sungai Cingam Village, Rupat District, Bengkalis Regency and to determine the obstacles to the role of Village Owned Enterprises in managing Ketapang beach tourism objects in Sungai Cingam Village, Rupat District, Bengkalis Regency. The method in this study uses qualitative research methods by collecting interviews, observations, and documentation with key informants, the head of Sungai Cingam village and the informants are the director of BUMDes, the community and visitors to tourist objects. Ketapang in Sungai Cingam Village, Rupat District, Bengkalis Regency, seen from four indicators, namely planning, organizing, implementing, and supervising is said to have been achieved but not optimal and maximal for its management given the limited operational funds. The management of tourism objects managed by BUMDes should have more mature planning to build sustainable tourism such as adding more supporting facilities for tourist objects.
