Abstract

In the preparation of the Village Government Work Plan (RKP) document, it must comply with the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 114 of 2014 concerning Village Development Guidelines, but so far the process of preparing the Mahato Village Government Work Plan document, North Tambusai District, Rokan Hulu Regency has not been in accordance with the Permendagri the. This study aims to evaluate the preparation of the Village RKP, the method used is a qualitative approach by collecting observation data, interviews and documentation. Determination of informants using purposive sampling. The results showed that the preparation of the Mahato Village RKP was not in accordance with the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 114 of 2014 concerning Village Development Guidelines, because the Mahato Village government was in the implementation stage of the Village development planning deliberation in the preparation of the Mahato Village RKP for the involvement of poor community groups. and the element of the women's group which should be 40% of the participants in the deliberations has also not been implemented. In addition, at the stage of preparing village development planning through village meetings, the regional Consultative Body has the obligation to hold village meetings in the context of preparing village development plans, but the first stage was held by the Mahato Village government in December which should be in June of the same year as the implementation Musrenbang whose implementation time is not in accordance with Article 29 of the Ministry of Home Affairs Number 114 of 2014 of 2014 RKP Desa which is stipulated by Village regulations no later than the end of September. The inhibiting factors for the preparation of the Mahato Village RKP are the lack of quality human resources, communication between the village government, BPD, LPMD and the local community is not optimal, participation from the community, membership of the Village Consultative Body and the Village Community Empowerment Institution is less active.
