Abstract

This study was conducted to determine the problems that occur in Pamsimas in Serai Wangi Village and the inhibiting factors. This type of research is located in Serai Wangi Village, Talang Muandau District, Bengkalis Regency using descriptive qualitative research methods. While the data collection techniques by means of observation, interviews and documentation. In this study, interviews were conducted with the Head of BPSPAMS as Key Informants and informants, namely the Head of Serai Wangi Village, Community Facilitator, Serai Wangi Village Community. This study uses role theory according to Soerjono Soekanto with three indicators, namely: norms, individuals in society as organizations, individuals who are important for the social structure of society. Based on the results of this study, it can be concluded that the role of BPSPAMS in the management of PAMSIMAS plays a less role because there are still many obstacles such as uneven soil structure, the response of managers in running PAMSIMAS is slow, lack of supervision in Pamsimas security which causes machine loss and there are still many people those who want to channel water from Pamsimas but have not been able to channel it and there is no continuity of the Pamsimas Program.
