Abstract
The fear of deterrence in the book Criminology Research Methodology explains that the purpose of law and punishment is ultimately to keep people from committing crimes. This situation is known as deterrence. Correctional Institutions or known as Lapas have several regulations which are basically applied as a form of regulating regularity for the "community" in prisons. But of course all forms of regulations that are applied are not infrequently violated by the "community" in the prison itself. Through a qualitative research approach and conducting in-depth interviews with several research sources. This study explains that punishment is considered to be able to increase people's happiness by preventing the occurrence of things that will reduce happiness such as preventing crimes or violations in the Correctional Institution. Disciplinary punishment in Correctional Institutions has basically been regulated in the Regulation of the Minister of Law and Human Rights Article 4 Number 6 of 2013 concerning Orders for Corrections and State Detention Centers. So the administration of administrative punishment as explained in the previous discussion and the strap cell punishment is a form of a right that is a deterrent and frightening for the prisoners in the Correctional Institution.
