Abstract

Aviation transportation is very important in the current era, because of the mobility of people who travel from one place to another, both from domestic and overseas flights. So that aviation transportation is the right thing to be chosen by the public. Because air transportation mode has an advantage in the field of time and also efficiency to travel to distant places. Therefore, we must also pay attention to the arrangements regarding this mode of transportation in the field of aviation. Because remembering every flight there is no risk. Therefore we must see how the arrangements regarding responsibility in the event of a plane crash, especially with regard to civil aviation. In this thesis the author conducts research on how to regulate the responsibilities of the state to flight passengers in the event of an aircraft accident according to international law. The author also sees how the responsibility given by the state from the standpoint of national law is separate. Whether the arrangements are in accordance with their implementation in the field or not, and also what the forms of accountability are for the country. In addition, the authors also find out whether there are obstacles for the state against them from carrying out these responsibilities to passengers who have experienced a plane crash. This study the authors do with normative research methods. That the state has responsibilities in the form of conducting searches, favors, investigations and investigations of aircraft accidents. The inhibiting factors of the state in their responsibilities are Personnel, Equipment, Natural Factors and also if an accident occurs at the airport. With the existence of this thesis research, the writer hopes that the public can know the form of responsibility given by the state to the community, and also the state also minimizes the inhibiting factors when doing accountability.
