Abstract

In Pekanbaru City there are a number of violations regulated in the Pekanbaru City Regulation number 10 of 2017 concerning the implementation of traffic and road transportation. Especially the destruction of traffic lights, street lighting, traffic signs and also on road barriers. Therefore, in order to reduce damage to traffic facilities, it is necessary to enforce Local Regulation Number 10 of 2017 concerning Operation of Traffic and Road Transportation in Pekanbaru City. The main problem in research is how the application of criminal fines in the provisions of Article 10 Jo. Article 35 Bylaw No. 10 of 2017 concerning the Implementation of Traffic and Road Transportation in the City of Pekanbaru, and what are the obstacles in the application of criminal fines in the provisions of Article 10 Jo. Article 35 PERDA Number 10 Year 2017 Concerning Operation of Traffic and Road Transportation in Pekanbaru City. This type of research is sociological juridical research. The nature of this research is descriptive research which aims to provide an overview of the role of the Pekanbaru City Transportation Agency and the Pekanbaru City Satpol PP in applying criminal fines in the provisions of Article 10 Jo. Article 35 of Bylaw No. 10 of 2017 concerning the Implementation of Traffic and Road Transportation in the City of Pekanbaru. The results of the study that in applying criminal fines the efforts made by the Transportation Agency were by conducting raids which were also accompanied by the Sat and then the Pekanbaru Police. When there was caught red-handed by the Dishub and Satpol PP, the perpetrators will be mediated in the transportation department and never reach the trial stage. But in its implementation there are obstacles for the Transportation Agency and Satpol PP such as limited authority, lack of operational funds, lack of public awareness.
