Abstract

Public services are activities or services that meet the needs, services, or requirements of all citizens, goods, services, and / or administrative services provided by public service providers, in accordance with law number 25 of 2009. The problem formulation of the research is the Procedure for Granting a Bakery Business License in Pekanbaru City and the Constraints in the Case of Implementing a Bakery Business License in Pekanbaru City. This type of research used in this study is observational research legal research that is by survey, while the nature is descriptive, namely research that aims to provide a more precise and concrete picture. Based on the residts of research that the author carefully about the procedure in granting a business license that must be fulfilled, namely the Company Establishment Deed, Company Domicile Information, Taxpayer Identification Number, Business Place Permit, Trade Business Permit, Company Registration Certificate, Certification Agency for Drug and Drug Control Food), Halal certification. Obstacles encountered in terms of applying business licenses The process of taking care of permits that take too long, Certainty of the Licensing Process, Permit applicants, Licensing and related agencies. Supporting Facilities, Managing expensive permits, Brokers in managing permits. Deliberately avoiding taxes.
