Abstract

Government oversight of operational permits and entertainment venues are considered weak, one cafe business. Some Wamet operating in Pekanbaru city begins to deviate from the rules set forth by the Regional Government of Pekanbaru. To determine the implementation of the tasks of Operations Section of the Civil Service Police Unit under the supervision of the licensing and operational time wamet in Pekanbaru city as well as the constraints. The method used is descriptive method; Samples that all employees in the Operations Section of the Civil Service Police Unit and the cafe owner. Techniques of data collection questionnaire and interview and descriptive data analysis. This study concluded that the implementation of the duties of Operations Section of the Civil Service Police Unit under the supervision of the licensing and operational time cafe in the city of Pekanbaru is "Good Enough". Barriers were found in this study is the absence of regulations governing the particulars of the cafe, while this time the authority of municipal police Pekanbaru in to curb the cafe that violate public order is only based on the Rules of City of Pekanbaru on public order so that it makes the role of municipal police Pekanbaru city is very limited.
