Abstract

Forest Burning in Riau Province especially in Kab. Pelalawan occurs almost every year with the aim of clearing land by individuals or legal entities (Corporations), the method of burning is a simple, fast, and inexpensive way to clear land so that this method becomes the choice of forest and land crime perpetrators. Forest and land burning crimes Particularly in the Pelalawan District Police Law area will be examined using a Criminology point of view which is a science that studies how an action becomes a crime and how the perpetrators of crimes are called as perpetrators. This type of legal writing is Qualitative using primary data obtained from interviews, and secondary data, namely literature books and legislation that are closely related to the title of this study. The results of the study, every year the crime of burning forests and land in the Pelalawan District Police Region by using a kiminology study can be traced Factors Causing forest fires are generally classified into 2 factors, namely natural factors and human factors. Stating that forest fires caused by human factors are divided into two sub-factors, namely direct and indirect sub-factors as well as how to prevent forest and land fires in the Pelalawan District Police Legal Area. With regard to the results of this study the authors hope for a renewal of the Special Legislation specifically for the crime of burning forest and land, and the occurrence of cooperation between citizens, government and law enforcement in preventing the occurrence of crime of forest and land burning especially in Pelalawan Regency.
