Abstract

This study aims to determine the role of the Environmental Service in waste management in Pangkalan Kerinci District and the inhibiting factors. This type of research is qualitative in which the informants come from the Head of the Waste Management Division of the DLH Pelalawan Regency, the Garbage Handling Section, the Head of the Neighborhood Association, Pangkalan Kerinci Urban Village, Cleaning Officers and the community. Data collection techniques are carried out through interviews, observation, and documentation. In this research, descriptive method is used, namely the data collected is classified based on the type and shape and then presented descriptively. There are three indicators in this study, namely norms, individuals in the organization, and social structure. The results of the study concluded that the role played by the Environmental Service in Waste Management is in Article 33 Paragraph (2) of the Regent's Regulation Number 65 of 2016 concerning Position, Organizational Structure, Duties and Functions and Work Procedures of the Pelalawan Regency Environmental Service, namely providing waste management infrastructure. , carry out the division of tasks for direction and supervision of subordinate tasks, determine the location of TPS, TPST, and TPA waste, where in the implementation process in the field there are still many obstacles such as the absence of TPS and TPST locations so that the waste that has been transported but cannot clean it thoroughly because the location of the landfill is far away so it takes time to clean thoroughly, then another thing is the lack of infrastructure such as garbage bins and other supporting facilities due to a lack of budget funds from the government so that it cannot meet all needs in waste management as well as the irregular schedule of garbage collection due to the lack of participation from the community to follow the directions and socialization given by the Environmental Service to dispose of waste before garbage collection hours so that garbage can be transported and there is no buildup that hampers the implementation of waste management.
