Abstract

The large number of prisoners who repeated their crimes called recidivists indicated that the prisoners' training is not yet optimal. The purpose of this study was to determine how implementation of fostering inmates and their inhibit factors of fostering inmates at Class II A Prisoner of Pekanbaru. This research is qualitative with data collection techniques using interviews involving key informants namely the Head of Penitentiary, Prisoners and Prisoners Development Officers. The results of the study showed that: 1) The implementation of coaching tasks at Prisoner Class II A Pekanbaru has been carried out well because it has done coaching at the beginning, then continued at the end. However, in its implementation, there were still some things that were not in accordance with Government Regulation No. 31 of 1999 concerning the Guidance and Guidance of Penitentiary Guided Communities. Early stage coaching is less effective because the observation and implementation period is at most one month approved and only takes one week. Continuous guidance is less effective because more than the number of prisoners' needs and terminations causes many prisoners who do not want to take part in a personality and independence program. Prisoner Class II A Pekanbaru has carried out assimilation and integration in accordance with the past related to the release of prisoners. 2) Obstacles to the implementation of prisoners in Class II A prison of Pekanbaru are limited room facilities, the absence of technical policies related to the number of prisoners who are over capacity, and prisoners' awareness of the importance of participating in a personality and independence program even though it is one of the conditions for liberation and remission for prisoners.
