Abstract

The Law on Villages explains that to carry out tasks, the village head has the authority to appoint and dismiss village officials according to the human resource needs of the village concerned. The purpose of this study was to evaluate the process of dismissing and appointing village apparatus in Buluh Nipis Village, Siak Hulu District, Kampar Regency and its inhibiting factors. This research method is qualitative, by conducting interviews with selected informants and the results were analyzed descriptively qualitatively. The results showed that: 1) The process of dismissing village apparatus was proven not to be in accordance with the mechanism stated in the Kampar Regency Regional Regulation Number 12 of 2017 concerning the appointment and dismissal of village apparatus. This is because, firstly, the dismissal process was not proven by a written recommendation letter from the Siak Hulu sub-district head, village apparatus were dismissed unilaterally without any warning, and no dismissal decree was given. Second, the process of appointing village officials was carried out unilaterally without the formation of a team, without a screening process, without screening candidates who should have at least 2 candidates, no process of inauguration by taking an oath, and no event of handover of positions from the old apparatus to the new apparatus. 2) The inhibiting factors for the process of dismissing and appointing Village apparatus consisted of the lack of public understanding regarding regulations and the lack of guidance for the Kampar Regency DPMD.
