Abstract

In Government rugulation number 17 of 2018 concerning districts article 25 paragraph (1), Describes one of the funtions of the village head, namely to foster community organizations. Coaching is an action, process results or a better statement. The purpose of this stady was to datermine the function of the Lurah and the factors in fostering Citizens Association in the Air Dingin Village of Bukit Raya City, Pekanbaru. The reseach used in this study is qualitative reseach with descriptive of the object baing examined, interviws, library reseach (library reseach) and documentation where the researcher held a question and answer directly with respondents by secondary data. The population in this studyis the head of Village, Head of section for Government Security and Order, Chairperson of the hamlet (Rukun Warga) and Village chief’s secretary. Then the results of the data are analyzed qualitatively in the form of direct interviews with respondents. From the results of the research, it was ponted out that the head of the Cold Water Village in Conducting Guidance to the institution of pillars of Citizens in the Cold Water Village Has Not Been Organized Properly. This is evidenced guidanced to the Hamlet (Rukun Warga) Rukun Warga Institution in Air DinginVillage by not doing it continously and continously. The obstacle in implementing the Lurah function is the lack of intensive Lurah in carrying out the training seriously and continously in carrying out the trainingto obtain optimal results in the training carried out. Another agenda is to work on their respective jobs so that to gather together in coaching activities is difficult to do and has notbeen maximally and routinely monitored to guide the Hamlet (Rukun Warga) Rukun Warga Kelurahan Air Dingin because it does not schedule systematically when and wheree ciaching will take place.
