Abstract

This study aims to determine the role and obstacles of the Village Community Empowerment Institution (LPMK) in Development Planning in Pangkalan Lesung Village, Pangkalan Lesung District, Pelalawan Regency. This type of research is qualitative with a descriptive approach, so that the main informants and additional informants are determined as sources of information in collecting data using the snowball sampling technique. Data was collected by means of interviews, observation, and documentation. Then all the data collected is separated according to indicators, then analyzed in depth and then conclusions are drawn. The results of the study concluded that LMPK has played a role in development planning in Pangkalan Lesung Village. The indicators of this set of rights and obligations have been implemented by LMPK in playing its function as a partner institution of the lurah. LMPK Pangkalan Lesung Village has played a role in preparing development plans, has determined the priority scale of development programs, and proposed development programs. LPMK has played a role in maintaining indicators of the dynamic aspect of its position. LMPK has explored the aspirations of the community, observed the development most needed by the community, understood the most basic needs that must be met. The existence of this role is manifested by the existence of various types of physical development carried out in Pangkalan Lesung Village, both sourced from government funds and from self-help originating from LMPK's business results. Indicators of social behavior and the function of LPMK's position have played a role in carrying out their duties in participating in planning development by paying attention to communication, conducting discussions, evaluating strengths and weaknesses, and seeking joint solutions.
