Abstract

All cases of Industrial Relations Disputes which have been reported to the Pekanbaru City Manpower Office are continued through the mediation. The purpose of this study is to find out the implementation of the duties of the Pekanbaru City Manpower Office as a mediator in resolving industrial relations disputes. Indicators used include creating forums, gathering and sharing information, problem solving, and decision making. This type of research uses descriptive qualitative, which is to investigate objects that cannot be measured using numbers because the purpose is to reveal events or facts, circumstances, and phenomena when the research takes place. Key informants of this study were Secretary of the Pekanbaru City Manpower Office, and informants namely mediators consisting of Head of Industrial Relations and Social Security Development, and mediator of Industrial, Functional Relations Disputes in the Field of Settlement of Inudential Relations, Companies and Workers. The type of author's research comes from primary data, which is obtained directly from informants through interviews and documentation and secondary data, namely data obtained to complete the primary data. Data analysis techniques in the form of an overview of the findings in the field in the form of data and information from interviews and documentation.
