Abstract

POLLUTION OF PALM OIL WASTE (Case Study of PT X in Kampar District) Siti Mayshito , Abdul Munir, S. Sos., M. Krim . ABSTRAK Palm oil mill waste pollution is an act that can be categorized as a violation of applicable legal provisions and requires efforts to prevent the re-pollution of waste, because it also has a very large impact on society. The resulting impacts include, economic impact, impact on health, and also the impact on environmental damage. In Kampar district itself, especially in the Tapung Hulu sub-district, there is a palm oil mill (PKS) whose factory waste stream falls into the Tapung river and causes waste pollution. Criminological theory that can be used to analyze the impact resulting from pollution of the factory waste. In this study, the limitation of the problem will be reviewed based on the criminological theory, namely the theory of structural victimization. The research was conducted using qualitative research methods with descriptive research type. Sources and types of data in this study are primary data obtained from field studies by conducting interviews with the Kampar District Environmental Service, Health Personnel, Kasikan Village Communities, Kasikan Village Government Officials, and the Chairperson of the IMKPST. Secondary data were obtained from literature study. The data obtained were then processed and analyzed and presented in a narrative. Based on this data collection, a more accurate final conclusion can be drawn. Based on research and analysis, it can be concluded that the occurrence of oil palm mill effluent pollution is due to negligence of supervision carried out by responsible parties. Lack of functioning of the supervisory function and sanctions from the authorities against the activities of disposing of liquid waste by the PTPN V palm oil mill in the tandun plantation, Tapung Hulu sub-district.
