Abstract

Reporting on the performance of regional heads is a manifestation of the regional head's commitment in carrying out his obligations and authorities in accordance with the principle of decentralization as the nature and spirit of regional autonomy according to law number 23 of 2014 is to encourage local initiatives in building regional independence in the Unitary State of the Republic of Indonesia. Law number 23 of 2014 is also a manifestation and actualization of the spirit of regional autonomy which contains political sharing, financial sharing, and empowering in developing regional capacity (capacity building), increasing human resources and community participation. To realize good governance, it is very necessary to evaluate the implementation of regional government as a process of collecting and analyzing data systematically on the performance of regional government administration by using a performance measurement system to measure, evaluate and compare systematically and continuously on the performance of government administration. regions based on the performance reports that have been submitted. The research findings show, based on the results of the evaluation of the performance of the Rokan Hilir district administration in 2017, it was ranked 274 (two hundred seventy four) out of 397 (three hundred ninety seven) and in 2018 it was ranked 323 (three hundred twenty three) out of 396 (three hundred and ninety six) regencies nationally. As for the scope of Riau Province, the results of the Rokan Hilir Regency performance evaluation in 2017, 2018 and 2019 were never ranked in the top 5 (five), and in 2017 Rokan Hilir Regency was in the lowest rank of 12 regencies and cities. This is because the preparation of reports on the implementation of regional government and the results of the evaluation of regional government administration have not received serious attention and follow-up from the heads of Regional Apparatus Organizations who have managerial functions and functions as budget users. This is evidenced by the still weak human resources in carrying out government affairs that have been determined and the performance-based budget has not been allocated in the context of realizing government affairs which include basic services and other aspects so that the performance achievement of regional government administration is low, due to the absence of performance indicators. supporting key and missing data elements.
