Abstract

The river border area of Ujung Batu District is one of the areas in Rokan Hulu Regency which is included in the flood risk area with the majority of high vulnerability levels. This study of vulnerability in flood risk areas can be input in identifying the level of flood vulnerability based on social, economic and environmental aspects. So that it can be considered regarding the direction that is a priority in tackling flood disasters in the river border area of Ujung Batu District, and can prevent flooding in the future. The data used in this study is secondary data obtained from survey data to BPDAS, BWS, BPBD, BPS, as well as observations and use of satellite images to be processed using a Geographic Information System (GIS) based on flood disaster hazard parameters and then carried out an analysis of overlapping/ scoring to determine aspects of flood vulnerability. Then to get an ideal flood disaster management direction in the river border area of Ujung Batu District based on primary data by interview method using Analytical Hierarchy Process (AHP) analysis technique. The results showed that: (1) River border areas in Ujung Batu sub-district which have a high level of flood vulnerability are Ujung Batu Village, Suka Damai Village, Ngaso Village, and Pematang Tebih Village with an area of 1801.9 Ha, areas with a flood vulnerability level the medium category is Ujung Batu Village, Suka Damai Village, and Pematang Tebih Village with an area of 90.8 Ha, and the low level of flood vulnerability is in Ujung Batu Village, Suka Damai Village, and Ngaso Village with an area of 182.4 Ha. (2) The direction of flood prevention requires a structural handling such as: making embankments, sheet piles, and dams. In a nonstructural manner such as: handling flood emergency areas, developing and regulating flood areas, regulating land use, and law enforcement.
