Abstract

Gambling is not a new thing for people in Rokan Hulu Regency, especially in Lubuk Bendahara Village, because gambling games have been around for a long time and have evolved along with the times. Gambling cases in Lubuk Bendahara Village continue to occur and are increasing and disturbing. This study aims to determine the factors causing the occurrence of Chicken Fights gambling in order to determine the efforts to combat Chicken Fights gambling in Lubuk Bendahara Village in 2018. This type of research is the type of descriptive research. In this research, the method used is qualitative research. The location of the research in this study the author will do in the Lubuk Bendahara Village. Data collection techniques that are usually carried out for self-observation surveys consist of two ways including interviews, observation and documentation. Based on the results of research the main factors that influence the occurrence of these crimes are the A Motivated Offender factor. There is motivation from gamblers both in economic and social aspects. A supporting factor which is also one of the causes of cockfighting gambling is A Suitable Target. Gambling activities carried out in a hidden place and far from the community support this activity is easy to carry out. Likewise with The Absense Of Capable Guardian (Safe Conditions For Committing Crimes), the lack of supervision and the ease of doing this cockfight gambling, then this gambling still exists in the village of Lubuk Bendahara
