Abstract

Correctional system confess importance community participation in the process of fostering inmates. Guidance of inmates is an inseparable part in the process of law enforcement correctional system is implemented in order to form correctional fostered citizens in order to become fully human, aware of mistakes, improve themselves and repeat the crime so that it can be accepted again by the community, can an active role in development and can live properly as a good and responsible citizen, Also, it functions to prepare prisoners to be able to integrate in a healthy manner with the community so that they can play their role again as free and responsible members of society. Purpose of establishment correctional Open institutions is to become an Assimilation Institution for Prisoners to be able to integrate and minglem assimilate with the community before the criminal period is over. Efforts to integrate inmates with the community at correctional Open institutions seen by the close coaching environment with the community environment without walls or barriers like the Correctional Institution or Detention Center. In correctional Open institutions is the prisoners interact and communicate directly with the community. His shows the occurrence of a dynamic change in the field of criminal law concerning a person who commits a crime towards a form of modren in the Indonesian criminal law system. Overall the correctional Open institutions already running, but in the implementation of fostering skills prisoners have not been running fully effective. This can be seen from the fact that adequate facilities have not been met to implement the skills training program for prisoners. This research uses a qualitative method using a descriptive approach. Research result is implementation of fostering inmates carried out by the correctional Open institutions in accordance with applicable regulations, but there are still shortcomings in the mentoring process, which are the few employees and inadequate budget and facilities.
