Abstract
The problem raised in this study is the Implementation of Law Number 22 Year 2009 specifically related to violations of drivers on the road traffic which the author's research object is a high school-level teenager who does not have a Driving License (SIM) in addition to the problems that occur are teenagers who often inconsiderate on the road, and don't use a helmet. This study aims to analyze the extent of the Implementation of Law Number 22 Year 2009 Regarding Traffic and Road Transportation (Study: Driver Requirements in Pekanbaru City). In conducting this research, researchers used a type of descriptive survey, with the type of qualitative research, qualitative research are methods to explore and understand the meaning by a number of individuals or groups of people ascribed to social or humanitarian problems. Based on this analysis technique, the researcher assessed and concluded that the implementation of Law Number 22 Year 2009 has not been going well, especially related to the driving requirements that must be had by every motorcycle rider that has not run "Good Enough", this is due to several factors that impact on the child , if the decisive action in the form of a ban is carried out, while the completeness of supporting transportation facilities in the form of public transport facilities and infrastructure does not yet support, it is feared that it will cause new problems that have a wider impact related to the child's education regarding their transportation to go to school. The recommendation that needs to be considered is to increase supervision over the use of underage vehicles, so there is no increase in the number of accidents every day.
